Placer County has consistently told the public that CEQA is the proper time for community input. But Kingsbarn—the private developer behind the 39° North project—is again asking for millions in taxpayer-backed subsidies before initiating CEQA, finalizing the land deal, or committing to real public benefit.

π What’s going on? On June 24, the Board of Supervisors is expected to consider Kingsbarn’s revised request for Tourist Accommodation Units (TAUs), up to $38 million in tax rebates, and a public loan reimbursing county staff time—under the North Tahoe Economic Development Incentive Program (NTEDIP). Each is a form of public resource backed by taxpayer investment.

Yet, even after seven years in escrow and four attempts to revise the Development Agreement, the project still doesn’t meet NTEDIP’s basic requirements: β No CEQA review β No signed agreement β No verified financing β No community benefit plan
|
We’re not saying “no” to redevelopment. We’re saying “not yet”—because public trust, public land, and public money deserve real accountability.

Let’s make sure the County follows its own rules—and holds private developers to the same standard as the public.
