If we haven’t met yet — I’m Patricia Orr (Trish), part of the Strong North Tahoe leadership team and a full-time neighbor here in Kings Beach.

If we talked at last night’s Strong North Tahoe event, you already know 39° North was the hot topic. For me, it’s personal.

A while back, I started asking what I thought was a simple question:
👉 Where are the milestone quarterly reports we were promised?

That one thread led me down a deeper path — through contracts, transcripts, public records, and quiet decisions — and what I uncovered raised serious concerns about transparency, public engagement, and the future of Kings Beach.

👉 The Truth We Deserve: What I Uncovered About 39° North

Here’s just some of what I found:
  • Milestone reports the County required? Never delivered — and County staff confirmed they hadn’t seen any until June 2025, when I asked.
  • CEQA? Already underway since late 2024 — with no public notice, no documents released, and no chance for community input.
  • CEQA technical studies? Quietly submitted between January and March 2025 — covering Recreation, Vehicle Miles Traveled (VMT), and Hydrogeology — but not yet shared with the public.
  • Promised housing? Just 12 units are required — not the 63 the County touts — and there’s no binding agreement, funding plan, or operating covenant in place.
  • Millions in public incentives — including 106 TAUs and $30 million in TOT rebates? They were approved with no timeline, no clawbacks, no pro forma, and no public-facing justification.
The County gave millions so the developer could “see if it pencils.”
Yet, we’re still waiting to see the math — and the public benefit too.
