Idea from Europe-
Charge for parking but have the first half hour -1hr parking free so locals can get errands done or necessary appointments without having to pay for parking.
Aldo, Photo below was an example of a first 2 hrs free at a trailhead and it gave enough time for a nice hike but encouraged turnover.
Also encourage and provide local transportation options at every parking meter.
